Climate Summit Disrupted for 'Danish Text'

The basic frame of Copenhagen conference finally revealed after a whole week of negotiation. Finds at the Hottest Price! Get tote bags for Gardening Lovers!

Yesterday morning, our reporter got Upgraded Kyoto Protocol and the United Nations Framework Convention on Climate proposal presentation which were marked the version of 9:30 on December 11 from the General Assembly. Both of the two drafts were handed to the convention for discussion by the Secretariat of the United Nations Framework Convention on Climate Change, revealed the negotiation results of nearly one week.

From the drafts of the two text, he two-track system which developing countries insist on has been confirmed, the Kyoto Protocol Attachment - the emission reduction obligations for countries in the second commitment period will be stipulated in the form of the upgrade Kyoto Protocol. As to the emission reduction mission of the countries beyond the signing parties of Kyoto Protocol (like USA), it will be stipulated based on Climate Chnage Frame Convention. The two documents cover two individual negotiations, reflecting the results of the official discussion. The negotiation of Kyoto Protocol does not involve U.S.A.

Article one of the third item of the upgraded version provides that emission reduction goal, written in Accessory I for the developing countries in the second commitment period is reduce by 30% ~45% on the basis of 1990,which is higher than the 25% bottomline suggested by IPCC. However, it is not yet determined on the specific length of the promise session. The drafts provide two periods for option: one is from 2013 to 2018; the other is from 2013 to 2020. In addition, the drafts still dont make it clear on the concrete figure of fund support provided by developed countries. Moreover, the convention also fails to specify whether the modified convention is legally binding.

The convention discussion draft was submitted by a specifically established long-term-cooperation action working group and is very different from the ever-appeared 200-pages United Nations resolutions. Specific performance in yesterday appeared in the "negotiators desktop AWG - LCA chairman proposal on the draft version only short 7 pages, has greatly reduced, reflected the recent week of negotiations, the more common

However, the draft remains unclear due to two divarications concerning the legal binding imposed on the convention and fund support. It doesn't mention in the preface that this agreement is a legally-binding document. It's very important and worrying too. AntonioHill, the international senior climate consultant of Oxfam, said: "The developping countries require one document of legal force. In the event that the document of legal force can not be reached, why did they waste the time for negotiation?". In such convention proposal, measures and related approaches such as the goal of long-term fund support, market trade mechanism, strengthening adaptability, are all left with blanks awaiting the future filling.

Meanwhile, the UN climate summit on December 9, reason is the scandal guardian revealed a from western countries dominated the resolution on December 8. The draft is not only gives industrialized nations in future talks on climate change, and the greater discourse is weakened at the United Nations on the role of, abandoned the Kyoto protocol on emissions principle. This draft so aroused strong resentment and resistance of developing countries since it was obviously limiting their process of industrialization.

According to Guardian, this draft named Danish Text is a Western Secret Treaty in actually. It is drafted by some western developed countries, including the UK, the U.S.A and Danmark. This draft has abandoned Kyoto Protocol which regulates the spirit that developed country leading reduction and developing country forcing, that is common but differentiated responsibilities. According to the per capita emission standards set in the draft, developed countries could emit greenhouse gas one time more than developing countries.
